Do not exalt the worthy, and the people will not compete. Do not prize rare goods, and the people will not steal. Do not display what is desirable, and the heart-mind will not be disturbed.
Therefore, in the sage's governance: empty their heart-minds, fill their bellies, weaken their ambitions, strengthen their bones.
Always keep the people without cunning knowledge and without excessive desires.
This causes those with cunning knowledge to not dare to act.
Practice non-interference, and nothing will remain ungoverned.
