Do not exalt the worthy, so that the people will not compete. Do not value rare treasures, so that the people will not steal. Do not display objects of desire, so that the people's hearts will not be disturbed.
Therefore, in the governance of the sage: empty their minds, fill their bellies, weaken their ambitions, strengthen their bones.
Consistently ensure the people have no knowledge and no desires.
Ensure that those who know do not dare to act.
Act through non-action, and nothing will be left ungoverned.
